An Open Letter to Our Next President about Energy Policy

Mr. or Madam President,

Vice President Dick Cheney once famously quipped "The American way of life is non-negotiable." I submit that while our next president might not be so brash in stating this, the root of our energy problems can be traced to this attitude. But, nature doesn't negotiate. It doesn't appear that any of the remaining presidential candidates understand the basis of the problems we face: Oil is a depleting, finite resource - albeit one crucial for the "American way of life."

Because this resource is so crucial - and obviously not just for Americans - depletion is going to drive prices up as consumers bid for dwindling supplies. Threatening to sue OPEC isn't going to change that. Threatening to tax Big Oil into submission isn't going to change that. Mandating that we will invent new technologies to meet a greatly increased Renewable Fuel Standard isn't going to change that. These are the sorts of proposals that merely demonstrate that your grasp of the problem is superficial. And you have to understand the problem in order to begin addressing it.

We Won't Stop Global Warming

I made the following comment recently in a discussion on Global Warming:

If you put it to a popular vote, and people learned that GHG emissions could be arrested (hypothetically) if they were willing to pay $7/gallon of gasoline, what percentage would vote for that? My guess is that it would be well less than 20%, implying that GW concerns will give way to economic concerns.

At one time I was really worried about Global Warming. And at the risk of starting a Global Warming debate here (one that I don't wish to participate in), my position is that the scientific consensus backs the hypothesis that human activity is contributing to Global Warming. I am not an atmospheric scientist, so in this case I rely on the scientific consensus of the experts. This is the same standard I apply to other fields in which I lack expertise.

Executive Summary

In connection with the worsening scarcity of fossil fuels and climate change the idea of using renewable energy is attracting interest both in the Swiss public eye and in industry. Fuels made from biomass - so-called biofuels - are currently the most important form of renewable energy in road transportation and could at least over the short to medium term take on a role in reducing greenhouse gases and our dependency on fossil fuels.

In Switzerland therefore important political decisions have to be made against a background of giving a tax break for renewable fuels as opposed to diesel and petrol.

Although biofuels from renewable resources exist, a wider range of environmental impacts may result from their cultivation and processing than those from fossil fuels. These range from excessive fertilizer use and acidification of soil to a loss of biodiversity caused by clear cutting rainforest. Besides that, one should not forget that expanding agricultural energy production may lead to land use conflicts with other land uses such as food production or the conservation of natural areas. Therefore energetic efficiency and the attainable reduction in greenhouse gases should not be taken as the sole criteria for a holistic environmental evaluation of these alternative fuels.

The objective of this study is to evaluate the environmental impacts in the whole life cycle of biofuels used in Switzerland. Firstly an action-oriented analysis of the environmental impacts of renewable energy carriers was to be developed. Secondly the objective was to draw up a "comprehensive environmental analysis" of the various biofuels, which could serve as a basis for enforcing the exemption of renewable fuels from the excise duty on diesel and petrol. In addition, the effects of using the fuel were to be compared with other ways to use bioenergy, such as heat and power generation.

Supreme Court Allows Carbon Regulation Through Clean Air Act

SUPREME COURT ALLOWS EPA TO REGULATE CARBON

The Supreme Court ordered the federal government on Monday to take a fresh look at regulating carbon dioxide emissions from cars, a rebuke to Bush administration policy on global warming.

In a 5-4 decision, the court said the Clean Air Act gives the Environmental Protection Agency the authority to regulate the emissions of carbon dioxide and other greenhouse gases from cars.

Connecticut and 11 other states, along with 13 environmental groups, sued the EPA over the issue.

Very good news for environmental advocates!

So will it be the Emperor Coal?

I must begin by stating that I really don’t think I am that old! Why, you might ask, do I need to say that? Well, I have just finished reading “Coal – a Human History”, which, as I mentioned at the time, was recommended by Tim Appenzeller during his talk on coal, at the Emerging Technologies Summit in Santa Barbara last month. The presentations for which have now been posted, and the DVD’s will follow soon. Since I have also just finished Big Coal by Jeff Goodell, and Time had an article on Chinese coal it seemed a good time to revisit the subject. Particularly since there were a couple of papers at the Summit that spoke to one of Jeff Goodell’s issues.

So why do I need to start by commenting on my age? Well it is because I can remember the smogs of England before the Clean Air Act came in, I can light not only a coal fire (piece of cake) but also a coke fire (you try!), I have lain on my back to hand-load coal in a seam that was, at the time, some 20 inches high, I have “black-leaded” a stove, and holystoned a curb after shoveling coal into the “coal hole”. Which made reading the book, by Barbara Freese, to some degree a voyage down Memories Lane. And, I must admit, that, not having learned my lesson, this will be, not only a book review, but also a comment on where I think folks are making a bit of a mistake in remaining complacent about the future of the world energy supply, particularly as it relates to the old King of the fuel business.

Canada's cutting-edge energy model

A province known for lobster, potatoes, and low-key vacations, PEI may seem an unlikely venue for an energy revolution. It's a tiny place, an island the size of Delaware, with fewer people than Arlington, Va., or Eugene, Ore.

But PEI's small size is exactly what makes it appealing for the emerging renewable-energy industry to conduct pilot projects, says Mr. Ballem. "If you're developing a new technology, we're able to provide something nobody else can: a self-contained province where, with two days notice, I can get you a meeting with the premier or the head of the university," he says. "We're small enough to be affordable and big enough to be commercial."

Energy policy analyst Scott Sklar of the Stella Group in Washington agrees. "Clean energy industries are expanding at about 30 percent a year, and they're looking for places to put down investments.... In PEI, they've got an excellent renewable resource base, a small population, and a great willingness to move boldly. There's no doubt that that all plays in their favor."

The electricity-generating potential of the island's greatest energy resource - the wind - was recognized decades ago, and in 1980 Canada built its national wind test center on the island's northwestern tip. When the provincial government adopted its renewable energy strategy in 2004, expanding wind power was the first priority.

Two years later, three new wind farms are nearing completion - two built by a private firm, the other by the public utility, PEI Energy Corp. When completed in the coming months, wind will provide 15 percent of PEI's electricity, reducing the province's carbon dioxide emissions by 90,000 tons each year. The island's overall wind potential is about five times that, according to the government.

The government is working on a range of incentives for a range of potential wind farm owners including guaranteed purchase prices for excess electricity fed back to the electricity grid by small farms owned by cooperatives, farmers, and small businessmen.

B.C. Hydro urges customers without power to be patient

"We are getting some reports of customers getting aggressive with our crews because they want their power restored," Moreno said.

"Please be patient with us, we need our space to work and to work safely. We understand that you're frustrated right now. But we are trying the best we can to get the power restored quickly."

What, me worry?

One of the biggest threats the USA faces today is a serious shortage of energy. Vulnerabilities in our system have been made glaringly obvious several times; since the 1970's the USA has had social and economic upheaval due to the actions of foreign oil producers, and two hurricanes in 2005 showed just how fragile our remaining domestic supplies of oil and natural gas are. The fact that the nation has a Strategic Petroleum Reserve shows that this is a matter of national security.

For such a serious matter, it's being treated in a very casual fashion. There is no national program to manage oil demand in the event of a supply crisis, or employ market forces to help. Neither is there a long-term initiative to reduce oil dependence and the size of the threat. While the US looks to become dependent upon imported natural gas in addition to oil, there's nothing in the works for a Strategic Natural Gas Reserve. And as for a national building code or even minimum standards for building codes, there's nothing worth mentioning.

A Convenient Solution to An Inconvenient Truth

While Al Gore's movie "An Inconvenient Truth" certainly sets up the problem of global warming pretty well, in perhaps the most dramatic fashion that the American public has ever seen and with good scientific backing, it did fall short of offering solid solutions. And many people assume that just because the problem is "Inconvenient", the solutions must also be not only inconvenient, but very painful.

Wiley Norvell, of Transportation Alternatives wrote an essay of the same title as this post (PDF) in which he attacks some of the misconceptions of how we can reduce our carbon footprint (err..SUV tire tracks) in a real dramatic way, in contrast to the many small "success stories that are touted in the media as progress."
